Resumption of Import of Poultry Meat from a USA Plant http://www.fsvps.ru/fsvps/news/2448.html?_language=en The American company Simmons Foods presented to the Rosselkhoznadzor the materials confirming the compliance by Plant P-550 of the Russian requirements for manufacturing of poultry meat.

After the analysis of the materials, the Rosselkhoznadzor took a decision to resume import of poultry meat from this plant from September 8, 2010.

Only products manufactured at this plant not earlier than August 10, 2010 will be allowed for import to the Russian Federation.

Results of the Inspection Carried Out by the Rosselkhoznadzor’s Specialists at German Plants Producing Products of Animal Origin http://www.fsvps.ru/fsvps/news/2447.html?_language=en In June 2010 the Rosselkhoznadzor’s specialists carried out an inspection at 22 plants producing animal products jointly with the representatives of the Veterinary Service of Germany.

According to the preliminary results of the inspection, the Rosselkhoznadzor confirmed the approval of Plant No. DE-NI 10165 EG for export of pork and Plant No. DE-SN 30032 EG for export of poultry meat to Russia, and lifted temporary restrictions previously imposed on import of meat products from Plants No. DE BY 20059 EG and DE ES (EZ) 1061 EG from September 07, 2010.

In addition, import of products from two milk-processing plant and two meat-processing plants of Germany where violations of the Russian requirements were detected in the course of the inspection will be temporarily restricted starting from September 13, 2010.

Import of meat from six German plants to the Russian Federation was banned by the same reason.

Dear colleagues,
It’s high time to occupy ourselves with the development of the fourth information system CERBERUS planned by the Rosselkhoznadzor.

Cerberus is designated for support of work of state veterinary officers in the Russian Federation in the field of surveillance and other legally significant actions.

The tasks that should be fulfilled by the launch of Cerberus include the following:

  • algorithmization, regulation and automation of work of state veterinary officers,
  • assurance of the lawfulness and transparency of the implemented surveillance actions,
  • assurance of understanding of actions of state veterinary officers by natural and legal persons performing activities under state veterinary surveillance,
  • automation of provision of information about surveillance activities in the sphere of state veterinary surveillance,
  • automation of provision of information to the authorities concerned, natural and legal persons about plans, course and results of the surveillance actions,
  • integration of the work of Federal surveillance bodies and surveillance bodies of the RF Subjects,
  • assurance of information support for the work of state veterinary officers,
  • reduction of document circulation in the sphere of veterinary surveillance,
  • assurance of completion of surveillance and other relevant legally significant actions.

Cerberus, like Vesta cannot be created as a single step development as it is too complicated and huge (by the volume of work) and should to a wide extent represent a product of the so called “folk art” as the officers that will use it further will make decisions about its interface and functions themselves.

Cerberus, like Vesta will possibly be primarily created as a state VETERINARY surveillance instrument and further will evolve towards universalization and will provide phytosanitary surveillance and other kinds of surveillance within the competence of the Rosselkhoznadzor. But these all are still to come. And now we need to create a program engine and the interfaces, information circulation systems, and a reporting system. It is easier and faster to be done when it is only in the framework of veterinary surveillance.

Taking all these into consideration, Heads of the Territorial Administrations of the Rosselkhoznadzor and the Veterinary Offices of the Subjects of the Russian Federation, as well as the state veterinary officers that consider themselves specialists in surveillance activity performance, who have an experience in its implementation and a wish to take part in this work should submit their proposals on the formation of a working group for the development of Cerberus.

Results of the Inspection Carried Out by the Rosselkhoznadzor’s Specialists at Spanish Plants Producing Products of Animal Origin http://www.fsvps.ru/fsvps/news/2446.html?_language=en In June 2010 the Rosselkhoznadzor’s specialists carried out a joint inspection with the representatives of the Spanish Veterinary Service at 22 plants producing animal products.

According to the preliminary results of the inspection, the Rosselkhoznadzor confirmed the approval of Plant No. 10.05227/М for export of beef and Plant No. 15.04925/ТО for export of milk products to Russia, added three plants (10.13495/GE, 10.01122/М and 15.05276/TO) to the list of plants approved for export of their products (beef, pork and milk products, correspondingly) to the Russian Federation, and lifted temporary restrictions imposed on import of pork from Plant No. 10.10797/МА from 04.09.2010.

In addition, import of products from one milk-processing plant and two meat-processing plants of Spain where violations of the Russian requirements were detected in the course of the inspection will be temporarily restricted starting from September 10, 2010.

By the same reason, import from three meat processing plants (10.04906/О, 10.20709/Н and 10.04103/GE) to the Russian Federation was banned.

Plant Super Frost Sjælland A/S Restored to the List of Plants of Denmark Approved for Export of Meat Products http://www.fsvps.ru/fsvps/news/2443.html?_language=en Taking into consideration the guarantees given by the Veterinary Service of Denmark and the results of the analysis of the materials presented by the company that confirm the compliance with the Russian requirements and norms in the process of manufacturing and storage of meat products, the Rosselkhoznadzor restored Plant DK 892 to the list of plants approved for export of meat products to the Russian Federation.

Plant Super Frost Sjælland A/S was excluded from the list late September 2009 due to the violations of the Russian veterinary and sanitary requirements and norms.

One Plant Excluded from the List of German Plants Approved for Export of Finished Meat Products to Russia http://www.fsvps.ru/fsvps/news/2441.html?_language=en According to the notification of the Department for Animal Health and Food Hygiene of the Federal Ministry of Food, Agriculture and Consumer Protection of the Federal Republic of Germany, the Rosselkhoznadzor has excluded firm THÜRINGER LAND Wurst- und Schinkenspezialitaten GmbH & Co. KG. from the list of German plants approved for export of finished meat products.

In February 2010 plant of this firm (No. DE-TH-EV 1283 EG) was included into the mentioned list at the request and under the responsibility of the veterinary service of Germany. Alongside with this in June 2010 the plant administration refused to allow the Rosselkhoznadzor into the plant for a planned inspection aimed at checking the fulfillment of Russian veterinary-sanitary norms and requirements. The refusal was explained by the lack of interest of the plant in exporting their products to the Russian market.

Nikolay Vlasov informed the Canadian delegation about the changes in registration of consignments under surveillance due to the establishment of the Customs Union.

It was decided to continue the discussion of technical issues, particularly those concerning the harmonization of veterinary certificates during panel sessions of Russian-Canadian working party that consists of the Rosselkhoznadzor and the Canadian veterinary service specialists.

A Large Batch of Salmon Roe with Fake Certificates Arrested in Moscow http://www.fsvps.ru/fsvps/news/2439.html?_language=en A batch of 15240 kg frozen salmon roe, stored in containers coming from Vladivostok to Kaliningrad with the veterinary certificate of the Canadian veterinary service was arrested by the officials of the Rosselkhoznadzor Administration for Moscow, the Moskovskaya Oblast and the Tulskaya Oblast at the Butyrskaya station of the Moskovskaya railway. On official request, the Canadian veterinary service informed the Rosselkhoznadzor that no veterinary certificate for this product batch had been issued. The investigation is in progress.

The first permit was given to the individual entrepreneur Dmitruk from Magadan for import of frozen chicken carcasses.

The owner of the plant will be given a memorable certificate. The use of "Argus" in a fully automatic mode enables to accelerate the procedure of application consideration and make it transparent.

Since 30 August 2010 the Rosselkhoznadzor has approved export of products from Р-890 (Peco Foods Inc.), Р-7264 (Sanderson Farms, Inc.) and Р-559 (Tyson Foods, Inc.) to the Russian Federation after analyzing the documents referred. Products of these plants produced not earlier than 30 August this year may be approved for export to the Russian Federation.

The Rosselkhoznadzor Addresses the State Inspection Committee under Agro-industrial Complex of Kazakhstan on Temporary Restrictions Imposed on Import of Animal Products to Kazakhstan from the Omskaya http://www.fsvps.ru/fsvps/news/2431.html?_language=en Taking into account incoming requests the Rosselkhoznadzor explains that the restriction was imposed on 6 August due to an anthrax outbreak in the Omskaya Oblast. The restriction was imposed on all kids of consignments subjected to state veterinary surveillance, including those transited though inspection posts located in the Oblast. On 16 August, in response to a request from the State Inspection Committee under Agro-industrial Complex of Kazakhstan, the Rosselkhoznadzor informed it on the epidemic situation in the Omskaya Oblast and the measures taken to prevent the disease from spreading. In addition, the Rosselkhoznadzor addressed to the State Inspection Committee under Agro-industrial Complex of Kazakhstan on 25 August with a request to lift the temporary restriction because according to the unified veterinary and sanitary requirements approved by the Customs Union Commission the restrictions shall cover only consignments coming from anthrax-affected farms. Import of the controlled consignments from other territories of the region and transit of the consignments shall be approved.
