Talks between Rosselkhoznadzor and General Administration of Customs of the People’s Republic of China (GACC) on plant quarantine, grain quality and safety assurance

Within the framework of the 8th meeting of the Chinese-Russian Standing Working Group on cooperation in the field of veterinary surveillance, phytosanitary control and food safety held in Qingdao on August 13-14, 2019 the Parties examined issues regarding plant quarantine and cooperation in ensuring quality and safety of grain and products thereof.

In the course of the meeting the Parties held overall review of extended opportunities for exports of Russian grain to the Chinese market. In particular, the Parties noted protocols signed on June 5, 2019 on access of all Russian soya beans, on extended access of wheat from Kurgan Oblast and barley from 7 Russian regions and on phytosanitary requirements to beetroot pulp, soya, rapeseed and sunflower cake/meal exported from Russia to China. The Parties agreed that in order to complete the access procedure the Chinese party would inform the Rosselkhoznadzor on the schedule of inspection of processing establishments-manufacturers of cake/meal and would soon finish the approval procedure and registration of Russian establishments producing beetroot pulp.

To scrap zoning during exports of wheat, barley, corn, rice and rapeseed from Russia to China, the Parties decided to speed up the work on launching exports of grain from all regions of the Russian Federation and in accordance with the invitation sent earlier the Chinese party would communicate the scheduled dates for the inspection of wheat.
