Yulia Shvabauskene Held Final Negotiations with Representatives of Ministry of Trade of Republic of Iraq on Export of Russian Wheat to Iraq

The final meeting took place on December 21, 2018 in Moscow. The negotiations were also attended by the representatives of the Iraqi Grain Chamber and the Embassy of Iraq in the Russian Federation and the Rosselkhoznadzor subordinate Federal Grain Quality Assessment Center.

As it was previously reported, the purpose of the visit of the Iraqi delegation to Russia that took place from December 19 to 21, 2018 was to familiarize with the state control system in terms of the quality and safety of exported grain.

Opening the meeting Yulia Shvabauskene noted that there is a huge potential for importing not only wheat from Russia, but also other grain and leguminous crops.

As part of the mission the Iraqi delegation familiarized itself with the activities of the All-Russian Plant Quarantine Center and the Grain Quality Assessment Center under the Rosselkhoznadzor, and also visited the Russian elevators in Novorossiysk.

The Iraqi side requested materials from the Rosselkhoznadzor regarding the volumes of wheat production by federal districts, as well as information on the varieties and classes of wheat grown.

The specialists of the Service will forward all the necessary data to the competent Iraqi authority in accordance with the established procedure.

The parties discussed the quality control system for grain and products thereof in Russia. The Rosselkhoznadzor experts stressed that Russian exporters are obliged to fulfill all grain requirements of the importing country. For its part, the service carefully monitors the compliance of the grain with quarantine phytosanitary requirements, as well as the quality and safety requirements of the exporting country.

The Iraqi specialists thanked the specialists of the Service for the organized inspection, noting that they are more interested in exporting durum wheat for further processing into flour.

The equipment of the Rosselkhoznadzor subordinate laboratories has deservedly been praised by Iraqi specialists. At the end of the meeting the Iraqi side expressed a desire to establish scientific and technical cooperation between the scientific institutions of the two countries and to exchange experience and knowledge.

The parties also discussed the issue of creating a joint working group to address emerging issues concerning grain and products thereof. The Rosselkhoznadzor will send its proposals on the composition of participants in the near future.

The inspection report will be generated by the Iraqi side and forwarded to the Rosselkhoznadzor after analyzing all the data provided.
