The plenary meeting of the Russian-Ecuadorian Intergovernmental Commission (IGC)on Trade and Economic Cooperation was held on May 15, 2018 in Moscow. Head of the Rosselkhoznadzor Sergey Dankvert has been the co-chairman of the IGC for six years already. The key goal of the event is to strengthen the strategic partnership between Russia and Ecuador. Discussion of the main issues of cooperation and the adoption of appropriate solutions allow not only to increase the turnover of Russian exports, but also to implement important long-term projects, to identify mechanisms for resolving crisis situations.
Opening the plenary session, Sergey Dankvert noted that the Russian side actively supports the further development of partnership relations between the Eurasian Economic Union and the Republic of Ecuador. In November 2017 the first step was taken to formalize such partnership relations - the Memorandum between the Eurasian Economic Commission and the Ministry of Foreign Trade of Ecuador was signed.
The Intergovernmental Commission on Trade and Economic Cooperation takes a special place in Russian-Ecuadorian relations. Thus, the main task of the Commission is to develop joint actions to diversify and increase trade turnover, identify and remove barriers that impede the promotion of joint projects. In this connection, as Head of the Rosselkhoznadzor emphasized, the Russian authorities are always open to the proposals and initiatives of the Russian and Ecuadorian business community, since it is the business decisions that ensure the growth of trade and investment.
Thus, according to the results of 2017, the volume of Russian-Ecuadorian trade turnover increased by 8.4% as compared to 2016 and amounted to 1 billion 519 million dollars. At the same time, the Russian exports increased by 16.1%, to $ 219 million, while imports from Ecuador increased by 7.3% to $ 1 billion 300 million. The Russian side expressed the desire to create more favorable conditions for access of Russian goods to Ecuador.
Sergey Dankvert drew the attention of his colleagues to the necessity of expanding the range of bilateral cooperation, the importance of opening new cooperation projects that would complement the trade in high-tech innovative products.
In particular, it is important to continue cooperation in the field of energy, development of practical cooperation in the peaceful uses of nuclear energy, as well as joint projects in high-tech areas, including space, communications, information technology, automotive, etc.
It is also necessary to strengthen cooperation in the areas, having special social significance: the Rosselkhoznadzor is ready to continue joint work with veterinary and phytosanitary competent authorities for building trade in safe and high-quality agricultural and fishery products. The Russian side is interested so that domestic products, wheat in particular, shall take a worthy place in the import of the Republic of Ecuador.
Apart from that, Sergey Dankvert noted that Russian pharmaceutical companies are actively working to establish supplies of Ecuadorians with vaccines and medicinal products. There are prospects for organizing joint ventures in Ecuador. There is need to provide comprehensive support for joint projects and initiatives in this area.
The Russian side attaches great importance to the participation of specialists in major international forums, exhibition and fair events held in the territory of the two countries. The Ecuadorian companies are regular guests at international trade fairs WorldFood and FlowersExpo. In this connection Sergey Dankvert invited the official delegation of the Republic of Ecuador and representatives of the business circles of Ecuador to participate in St. Petersburg International Economic Forum (May 24-26, 2018) and the Eastern Economic Forum (September 6-7, 2018, Vladivostok), as well as in the Russian Energy Week (October 3-6, 2018, Moscow).
During the talks it was noted that during the meetings of the profile working groups the previous day, the actual and perspective cooperation projects, as well as the barriers preventing their advancement, were considered in detail. The reports of the working groups testify to the effectiveness of the talks held and the intensity of the agenda of Russian-Ecuadorian relations. Joint actions on activities in numerous areas of bilateral cooperation have been specified and coordinated.
Taking into account the positive dynamics, Sergey Dankvert stressed that the implementation of the agreements reached will give a new impetus to the development of Russian-Ecuadorian relations.
The Ecuadorian side expressed an interest in increasing the number of Ecuadorian students receiving education in Russia.
Tomorrow a meeting of the co-chairs of the IGC - Head of the Rosselkhoznadzor Sergey Dankvert and Minister of Foreign Affairs of Ecuador Maria Fernanda Espinosa will take place in Moscow. During the event, the parties will sum up the results of the meeting of the IGC and sign the final act.
