The Working Group on Agriculture was held within the 5th
meeting of the Russian-Ecuadorian Intergovernmental Commission for Trade and
Economic Cooperation in the Ministry of Agriculture of the Russian Federation on
May 14 of this year. The Rosselkhoznadzor was represented by the specialists of
the Central Office and its subordinate institutions – the FGBI "ARRIAH",
the FGBI "VNIIKR", the FGBI "Grain Quality Assessment
The Ecuadorian side was headed by Director General of the
Directorate for Planning and Management of the Agency for Phytosanitary and
Veterinary Regulation and Control José Mauricio Velasco. The meeting was also
attended by Director of the Trade Representation of the Republic of Ecuador in
Russia, Mr. Elias Tagle.
Opening the meeting, Mr. Velasco stressed that there has
been a steady growth in the trade relations of the two countries recently and
it is necessary to develop and strengthen the existing cooperation in the field
of agriculture. The Russian side expressed its interest in expanding the list
of products supplied to Ecuador, in particular, it concerns the possibility of
exporting grain and products thereof, as well as livestock products - pork,
including ready-made pork products, fish and fish products.
During the talks, the need to balance the trade turnover
between the two countries was noted. To this end, the parties came to a
decision to speed up the process of harmonization of memoranda on cooperation
in the field of veterinary and plant quarantine that will affect several areas
of future cooperation in the agricultural sector: trade, scientific, technical
and educational spheres, including the exchange of experience between the
leading agrarian universities of the two countries. The Ecuadorian colleagues
separately raised the issue of training for Ecuadorian students in the Russian
Federation and the desire to get familiarized with advanced Russian
technologies and techniques.
In their turn, the Rosselkhoznadzor experts discussed the
issue of the Russian side getting Ecuador's requirements for import of pork and
fish products, as well as the procedure for access of Russian products to the
Ecuadorian market. The Ecuadorian colleagues noted that in the first place it
is necessary to provide comprehensive information on the Russian veterinary
control system and the livestock potential in accordance with the provisions of
Ecuadorian legislation. After a comprehensive analysis of this information the Ecuadorian
colleagues will be able to decide on the possible access of Russian livestock
products to the Ecuadorian market. The Rosselkhoznadzor experts said that they will
send all the necessary information to the competent authority of the Republic
of Ecuador in the near future.
Specialists of the Rosselkhoznadzor also noted that for a
more detailed study of and compliance with the Russian legislation in the field
of veterinary medicine, as well as for acquaintance with the methods on the
basis of which state surveillance is carried out, the Ecuadorian colleagues can
conduct assessment of the Russian state system in the field of veterinary

Dmitry Lozovoy raised the issue of agreements reached during the previous visit
to Russia regarding the registration of Russian medicinal products in Ecuador.
In particular, it concerns vaccines against foot and mouth disease and poultry
diseases. In this regard, the parties agreed to speed up the preparation of Memorandum
on scientific and technical cooperation aimed at creating programs for the
welfare of livestock with regard to highly dangerous diseases, including
training of Ecuadorian specialists, carrying out monitoring studies and
supplying veterinary drugs to Ecuador.
The Russian side also raised the issue of the supply of
grain and products thereof to the Republic of Ecuador. The Ecuadorian side
expressed its readiness to consider the proposals of the Russian side. The
Rosselkhoznadzor forwarded the draft Protocol between the Service and the
Agency on phytosanitary and veterinary regulation and control for provision of safety,
quality and phytosanitary requirements for mutual deliveries of grain and
products thereof to the colleagues from the Republic of Ecuador.

agreed to continue strengthening bilateral cooperation in the field of

of the Working Group on Agriculture and, thus, identified prospective topics
for further cooperation in this field.
