The Federal Service for Veterinary and Phytosanitary
Surveillance will hold talks with the competent authority of the Federative
Republic of Brazil concerning the continuing soybean supplies to Russia that do
not comply with the quarantine phytosanitary requirements.
Specifically, during nine months of 2017 107 cases of
infection with objects quarantinable for the Eurasian Economic Union were
detected in soybeans exported to the Russian Federation.
In October and November of the current year the soybean
supplies non-compliant with the quarantine phytosanitary requirements of the
Eurasian Economic Union did not stop. While implementing control and
surveillance measures the Rosselkhoznadzor identified 20 cases of detection of
objects quarantinable for the Eurasian Economic Union.
So far, no information on measures taken by the Brazilian
party has been submitted to the Rosselkhoznadzor.
In case the Brazilian party fails to implement the effective
measures to ensure quarantine phytosanitary control during soybean export, the
Rosselkhoznadzor reserves the right to ban the export of soybeans originating
from the Federative Republic of Brazil to the Russian Federation including transited
through third countries.
The Rosselkhoznadzor will discuss the existing situation as
regards soybean supplies to the Russian Federation with the Brazilian party during
a video-conference next week.
