On November 24
- 26, 2017 the Rosselkhoznadzor representatives on the Russian delegation
chaired by Minister of Industry and Trade of the Russian Federation Manturov
D.V. took part in organizing and conducting the 7th meeting of the Mixed Intergovernmental
Russian-Emirates Commission on Trade, Economic, Scientific and Technical
Cooperation in Abu Dhabi (UAE) that resulted in signing a relevant protocol by
framework of the IGC Deputy Head of Veterinary Supervision Administration for
Export and Import Operations, Transport and International Cooperation M.V.
Tsukanov discussed the current issues of cooperation with Head of the Food
Safety Department of Ministry of Climate Change and Environment Dr. Majd Al-Herbawi.
The counterparts emphasized the importance of establishing close contacts
between the veterinary services for rapid implementation of the agreements
reached during the meeting of the intergovernmental commission.
The Emirati side
confirmed its intention to visit the Russian Federation in order to inspect the
establishments for the production of animal products in the week starting on
November 27. At the same time the parties established the most acceptable
procedure for forming a list of Russian establishments interested in exports of
livestock products to the Emirati market and those applying for an inspection.
The lists are only sent through official contacts between the representatives
of the Rosselkhozadzor and the Ministry of Climate Change and the Environment
of the UAE after receiving confirmation that the application submitted by
business entities through the official website of the competent UAE agency following
the link https://www.moccae.gov.ae/en/our-services/animal-wealth/licensing/renewislamicabattoire.aspx was
confirmed and the state duty was paid.
In her turn Dr.
Majd Al-Herbawi expressed interest in expanding the list of Emirati establishments
that are authorized for exports to the Russian Federation. The parties agreed
to continue work on organizing a relevant inspection of the Rosselkhoznadzor
that will be held in the first quarter of 2018.
The parties approved
the fact of signing a veterinary certificate for export of heat-treated dairy
products derived from single-horned camels and subjected to heat treatment from
the UAE to the Russian Federation, which allows export of these products from
the Emirates-accredited establishments certified by the Rosselkhoznadzor and
verified by the competent department of the UAE.
the Emirati side expressed interest in importing bees, live animals (cattle and
small ruminants), as well as live poultry and hatching eggs from Russia. If
there is an opportunity to export these commodities from Russia, the UAE
Veterinary Department of Climate and Environmental Change will send a
questionnaire and agree on the possible conditions for such deliveries.

suggested considering the issue of subsequent transfer to electronic veterinary
certification of controlled consignments. The colleagues from the Ministry of
Climate Change and the Environment of the UAE expressed interest in maintaining
such a system and will review the proposal of the Russian side.

the UAE from Russia. These documents will be posted on the official site of the
Rosselkhoznadzor, as well as communicated to the territorial departments and
veterinary subjects of the Russian Federation.

Summing up the
results, the chairmen of the Commission positively assessed the agreements reached
during the Russian-Emirati IGC and expressed the hope for expanding the scope
of food trade turnover between the countries.
