The working meeting of the Rosselkhoznadzor senior management with the representatives of the Ministry of Agriculture, Forestry and Water Management of the Republic of Serbia was held on November 16, 2017.
From the Russian side the meeting was led by Deputy Head of the Rosselkhoznadzor Yulia Shvabauskene, the Serbian delegation was headed by State Secretary of the Ministry of Agriculture, Forestry and Water Management of the Republic of Serbia Bogdan Igich.
During the meeting import conditions for Serbian plant products to the Russian Federation, in particular, fresh apples, were discussed.
Recently, when importing regulated products to the Russian Federation from the Republic of Serbia, the Rosselkhoznadzor officials repeatedly detected violations of Russian and international legislation in the field of plant quarantine, namely, the identification of quarantine pests for Russia.
In addition, during document checking , the following violations were often detected: absence of phytosanitary certificates issued by the National Organization for Quarantine and Protection of the Republic of Serbia, lack of information regarding the place of production, despite the obligation to state it in accordance with the requirements of the Rosselkhoznadzor. In order to exclude the possibility of adulteration of Serbian products and to prevent import of products of unknown origin and banned for import products into the territory of the Russian Federation, the Russian side drew the attention of the Serbian colleagues to the need to indicate in the accompanying documents information not only about the supplier of the product, but also about the place of production.
In addition, the Rosselkhoznadzor addressed to the Serbian side with a request to provide information on the volume of production and types of plant products grown in Serbia and exported to Russia.
The violations identified in recent months are of concern to the Rosselkhoznadzor. In their turn, the representatives of the Republic of Serbia assured that they will take the following measures to prevent introduction of unsafe products to Russia: at the legislative level the manufacturers will be obliged to conduct more thorough phytosanitary control in Serbia, and will strengthen control of the products supplied to Russia.
The Serbian colleagues highly appreciated the methods used and the Rosselkhoznadzor laboratory technical equipment. Recently, the Serbian delegation visited the FGBI “VNIIKR” and in practice examined the work of Russian experts in identifying quarantine pests on grape seedlings and ascertained reliability of the conducted studies and the transparency of the Rosselkhoznadzor activities.
The representatives of the Republic of Serbia also expressed a desire to promote cooperation between scientists of the two countries in terms of diagnosis and monitoring of plant diseases.
The parties agreed to start practical cooperation on traceability with the help of the module - "Argus-fito". After the official request is received, the Russian side will send all necessary information to Serbia for access to the system.
During the discussion the Serbian colleagues also expressed a wish to start using the MERCURY information system. They mentioned that they had sent the Rosselkhoznadzor a list of veterinarians authorized to issue certificates. The Rosselkhoznadzor specialists reported that they had sent to the Serbian colleagues details and access codes, and offered to conduct a distant training (in a videoconference format) on how to operate the information system.
At the end of the meeting Julia Schwabauskenė again drew the attention of Serbian colleagues to the need to strengthen control and supervision measures with regard to products exported to Russia and to update the list of Serbian suppliers. In its turn the Rosselkhoznadzor is always open for a dialogue, and is ready to provide the methodological and scientific help to their colleagues.
