The meeting took place in the venue of the Russian Agro-Industrial
Exhibition “Golden Autumn” on the initiative of the Serbian party. The
agreements reached during the similar meeting of the previous day with the
Rosselkhoznadzor presented by Deputy Head Yulia Shvabauskene were announced
during the discussion.
Mr. Igich informed the Russian counterparts that a working
group for control and phytosanitary security of plant products planned for
export to Russia had been established. The announced measures were caused by
the Rosselkhoznadzor claims against product export to Russia via Serbia being subject
to the retaliatory measures of the country and thus illegal.
The Serbian party assured Sergey Dankvert that such cases
should never reoccur because a great deal of work had been done in that respect.
In particular the system for control and surveillance of such products was reinforced,
the stuff turnover took place.
The Russian party noted that Serbia should focus on the differentiation
of large and small producers and enhance the supervision of small producers being
the greatest phytosanitary risk.
It was mentioned that not all product shipping points in
Serbia were equipped with inspection equipment, besides, phytosanitary certificates
are issued remotely while an inspector is unable to examine freights in fact.
In this connection Sergey Dankvert emphasized that it was reasonable to reduce
the number of points of phytosanitary certificate issuing to enhance the
control in this respect.
The parties also reached an agreement on the visit of Serbian
experts to the Rosselkhoznadzor subordinate FGBI “All-Russian Centre for Plant
Quarantine” Besides it was noted that the representatives of two other
Rosselkhoznadzor subordinate institutes, namely the FGBI “ARRIAH” and the FGBI
“VGNKI”, would come on a visit to the Serbian Veterinary Institute “New Garden”
in order to sign a memorandum on scientific cooperation.
The Serbian party also asked to remove grape plant export
restrictions for the nursery in which the Rosselkhoznadzor had detected an RF
quarantine object – the agent of grape bacterial wilt. The parties agreed to exchange
