September 2-3, 2017 within the framework of expert consultations for the 16th
meeting of the Russian-Korean Joint Commission for Economic, Scientific and Technical
Cooperation and the 4th meeting of the Russian-Korean Committee for
Agriculture, the Rosselkhoznadzor held a meeting with the representatives of
the Ministry of Agriculture, Food and Rural Affairs of the Republic of Korea
and Ministry of Maritime Affairs and Fisheries of the Republic of Korea.
In the course
of negotiations the parties discussed issues of access of regulated products of
animal origin to the Korean market from the Russian Federation. During the
meeting the Rosselkhoznadzor handed over to the Korean party a questionnaire
with answers for completing the procedure of risk analysis for poultry meat
imported to the territory of the Republic of Korea from the Russian Federation.
party assured the Russian side that it will present its comments on the
concerned questionnaire. However, in order to allow access of Russian poultry
products, the Korean party shall have to recognize the highly pathogenic avian
influenza –free status of the Russian Federation.
party also reported that in order to provide access of Russian beef and pork to
the Korean market the Russian party shall have to address again to the Ministry
of Agriculture, Food and Rural Affairs of the Republic of Korea with a request
to start the procedure on access of the said products due to unfavourable
epidemic situation on African swine fever and FMD outbreak previously
eliminated in the Vladimir Oblast. The Rosselkhoznadzor assured that it will
forward relevant appeals to the Korean party in the near future.
At the same
time the Rosselkhoznadzor addressed to the Korean party with a request to take
into account the principles of regionalization and compartmentalization when
considering possibility of animal product exports, as well as invited the
Korean specialists to visit Russia in order to get an insight into
implementation of these principles.

of finished meat products from Russia to Korea, taking into account the fact
that these products refer to animal disease low-risk commodities. The Korean
party reported that this issue is in the competence of the Ministry of Food and
Drug Safety of the Republic of Korea and it can be solved after the official
appeal to the Ministry of Agriculture, Food and Rural Relations of the Republic
of Korea and the Ministry of Food and Drug Safety of the Republic of Korea. The
Rosselkhoznadzor reported that in the near future it will forward the
Rosselkhoznadzor also handed over to the Korean party the draft health
certificate for export of fish and sea products from the Russian Federation to
the Republic of Korea and/or the EU after temporary storage in the territory of
the Republic of Korea with amendmends of the Russian party.
