Federal Service for Veterinary and Phytosanitary Surveillance

Federal Service for Veterinary and Phytosanitary Surveillance is the federal organ of executive power, carrying out functions on control and supervision in the field of veterinary science. It establishes and lifts phytosanitary quarantine zones , it controls the use of pesticides and agrochemicals, it maintains soil fertility, it is responsible for selection achievements, protection, reproduction and use of objects of animal world (hunting resources) and aquatic biological resources, and it also carries out the functions on protecting the population from animal infectious deseases.

Federal Service for Veterinary and Phytosanitary Surveillance submits to the Ministry of Agriculture of the Russian Federation.

The activity of Federal Service for Veterinary and Phytosanitary Surveillance is guided by the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of President of the Russian Federation and Government of the Russian Federation, international agreements of the Russian Federation, normative legal acts of Ministry of Agriculture of the Russian Federation, and also by the present Act.

Federal Service for Veterinary and Phytosanitary Surveillance performs its functions directly and through the regional bodies cooperating with other federal executive authorities, with the executive organs of the Russian Federation subjects, local self-government institutions, public associations and other organizations.

Given that as of August 22, 2012, Russia will be a Member of the World Trade Organization (WTO), and consequently, the amendments to the Customs Union’s (CU) legislation will enter into force, Rozzelkhoznadzor would like to propose temporary procedures for the period immediately following Russian accession. We request that these procedures be considered by the other WTO Members and their respective sanitary and phytosanitary (SPS) authorities. Forward

Within the framework of activities aimed at expansion of grain products into potential markets and dew to multiple requests of the Russian participants of foreign trade activities interested in  grain export to Iraq the Rosselkhoznadzor requested the Plant Protection Directorate of the Ministry of Agriculture of Iraq to provide it with the current quarantine phytosanitary requirements as well as requirements for quality and safety of grain and products thereof imposed by Iraq to the imported grain.

 Officials-in-charge representing the Rosselkhoznadzor, Turkey Ministry of Food, Agriculture and Livestock and representatives of the Turkish Embassy to Russia took part in the meeting. Opening the meeting Sergey Dankvert highlighted importance of improving trade and economic relations between Russia and Turkey and also those challenging tasks that the competent authorities of Turkey have to face in order to ensure safety of plant products indented for the Russian market.  In fact, significant volumes of such products are produced by small-scale farms that are so much different from each other.
