Federal Service for Veterinary and Phytosanitary Surveillance

Federal Service for Veterinary and Phytosanitary Surveillance is the federal organ of executive power, carrying out functions on control and supervision in the field of veterinary science. It establishes and lifts phytosanitary quarantine zones , it controls the use of pesticides and agrochemicals, it maintains soil fertility, it is responsible for selection achievements, protection, reproduction and use of objects of animal world (hunting resources) and aquatic biological resources, and it also carries out the functions on protecting the population from animal infectious deseases.

Federal Service for Veterinary and Phytosanitary Surveillance submits to the Ministry of Agriculture of the Russian Federation.

The activity of Federal Service for Veterinary and Phytosanitary Surveillance is guided by the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of President of the Russian Federation and Government of the Russian Federation, international agreements of the Russian Federation, normative legal acts of Ministry of Agriculture of the Russian Federation, and also by the present Act.

Federal Service for Veterinary and Phytosanitary Surveillance performs its functions directly and through the regional bodies cooperating with other federal executive authorities, with the executive organs of the Russian Federation subjects, local self-government institutions, public associations and other organizations.

Given that as of August 22, 2012, Russia will be a Member of the World Trade Organization (WTO), and consequently, the amendments to the Customs Union’s (CU) legislation will enter into force, Rozzelkhoznadzor would like to propose temporary procedures for the period immediately following Russian accession. We request that these procedures be considered by the other WTO Members and their respective sanitary and phytosanitary (SPS) authorities. Forward

Latest News

The negotiations were held on May 24, 2016 and were devoted to the discussion of the agreements reached during the first meeting of the Russian-Iranian Working Group on Veterinary and Phytosanitary Issues. The Iranian party has confirmed its commitment to send in the nearest future the draft protocol for frozen deboned beef exported from Russia to Iran.

The Rosselkhoznadzor delegation took part in the opening ceremony of the 84th OIE General Session in Paris, on the 22nd of May, 2016. President Monique Eloit and representatives of international governmental organizations welcomed the participants and reported on epizootic situation in their countries and on the OIE role in ensuring food safety and safety of international trade in animal products.

Minister of Agriculture of the Russian Federation A.N.Tkachev also welcomed the participants.

The negotiations were held on the initiative of the Russian party on May 23, 2016 via teleconference and were devoted to discussion of agreements reached during the meeting of the 1st Russia-Iran Working Group on Veterinary and Phytosanitary Cooperation. The Iran Veterinary Organization informed that in case there are no comments it will send the harmonized Draft Protocol on export of frozen boneless beef from Russia to Iran in the shortest time.

Negotiations between Sergey Dankvert, Head of the Federal Service for Veterinary and Phytosanitary Surveillance and representatives of the Embassy of Switzerland will be held on May 24, 2016, with participation of All-Russian Public Organization of Small and Medium Sized Businesses «Opora Rossii». The parties will discuss issues of authorizing Swiss establishments, producing regulated products, for the Russian market.
