Responsible for the organization of the Rosselkhoznadzor activities that include control and surveillance functions in the sphere of plant quarantine and protection, seed breeding, safety and quality assurance for grain, cereals, mixed feeds and components for their production, and safety handling with pesticides and agrichemicals.

Exercises direct supervision of the organization of activities of the Department for Phytosanitary Control, Safety and Quality of Grain.

Responsible for the organization of the Rosselkhoznadzor activities that include law enforcement affairs, implementation of the state civil service, mobilization training and labor protection functions of the Central Office of the Rosselkhoznadzor, professional training of the federal state civil servants of the Rosselkhoznadzor, their retraining, advanced training and practical training, record management in the Central Office of the Rosselkhoznadzor and protection of the State Secrets.

Responsible for the organization of the Rosselkhoznadzor activities that include functions of federal fund manager and recipient, for accountancy and report, management of the federal property assigned to the Rosselkhoznadzor, the Territorial Administrations of the Rosselkhoznadzor and institutions on the basis of operational management, logistics of the Central Office of the Rosselkhoznadzor, placement of orders for supplies of goods, works and services for state needs of the Rosselkhoznadzor.
